The film follows the 48 hours surrounding the assassination of President John F. Kennedy, largely through Joseph “Pepe” Giancana, the brother of Chicago Outfit boss Sam Giancana. Years earlier, the Outfit allegedly helped Kennedy win the 1960 presidential election after reaching an agreement with his father, Joe Kennedy.

In exchange, the mob believed the Kennedy administration would ease the federal government’s pressure on organized crime. Instead, Kennedy appointed his brother Robert as Attorney General, who intensified the government’s pursuit of the Mafia.

Feeling betrayed, Giancana and other members of the Chicago Outfit decide that Kennedy must be killed. Johnny Roselli contacts an operative known as Turk, who is tasked with recruiting and training Lee Harvey Oswald. Oswald becomes part of the assassination plot but is also intended to take the blame for Kennedy’s death. Meanwhile, Roselli and Turk prepare themselves as a backup in case the original plan fails.

On November 22, Kennedy’s motorcade travels through Dealey Plaza in Dallas. Back in Chicago, Sam watches the television coverage alongside his young daughter Francine. When Kennedy is shot, Francine notices her father’s unusual reaction and begins questioning him.

In Dallas, Roselli and Turk are positioned near the grassy knoll, where Roselli fires what the film depicts as the fatal shot. Kennedy is rushed to Parkland Memorial Hospital, but the Outfit’s plan quickly begins to unravel when Oswald leaves the Texas School Book Depository and disappears into the city.

Oswald is briefly stopped by a police officer inside the Depository, but an employee confirms that he works there and he is allowed to leave. Oswald boards a bus before becoming frustrated by the traffic surrounding the assassination and getting off. He later takes a taxi as the conspirators desperately attempt to determine where he has gone.

Realizing that Oswald could expose everyone involved, the Outfit orders its men to find him. Hitman Chuckie Nicoletti and Dallas police officer J.D. Tippit travel to Oswald’s rooming house, but his landlady tells them that he had recently returned home and already left again.

Meanwhile, nightclub owner Jack Ruby moves through Dallas in the aftermath of the assassination. Ruby visits the Dallas Morning News before later arriving at Parkland Hospital, where a reporter privately tells him that Kennedy has died. As the search for Oswald continues, Ruby gradually becomes more involved in the Outfit’s attempt to contain the situation.

Police eventually locate Oswald inside the Texas Theatre and arrest him. Rather than solving the Outfit’s problem, his capture makes the situation even more dangerous, as Oswald is now alive in police custody and surrounded by reporters. The conspirators begin turning on one another while fearing that he could reveal the assassination plot.

Ruby also displays an unusual knowledge of Oswald’s background. During a press conference, Dallas County District Attorney Henry Wade incorrectly describes one of Oswald’s political organizations, prompting Ruby to publicly correct him. With Oswald still alive, the Outfit determines that he must be silenced before he can expose those responsible for Kennedy’s death.

On November 24, authorities prepare to transfer Oswald from Dallas police headquarters. Photographer Robert H. Jackson positions himself among the reporters waiting for Oswald to emerge. When Oswald finally appears surrounded by police officers, Ruby suddenly steps forward from the crowd and shoots him at close range.

At nearly the same moment Ruby fires his gun, Jackson takes the famous photograph of Oswald being shot. With Oswald mortally wounded, the man positioned to take responsibility for Kennedy’s assassination is permanently silenced, completing the Outfit’s effort to conceal its involvement in the murder.
