Frank Drebin Jr., Lieutenant of the LAPD Police Squad, disrupts a gang of bank robbers by dressing as a schoolgirl in order to get the upper-hand. Though he doesn’t know it, this was actually a distraction to steal a gadget called the "P.L.O.T. Device" from a safe deposit box.
Police chief Davis reassigns Drebin when his over-the-top law enforcement becomes a legal liability. Meanwhile, Drebin and his partner, Ed Hocken Jr., pay tribute to their memorialized hero fathers. Drebin prays to his father to send him a sign, suggesting appearing as an owl.
Later, Drebin investigates the fatal car crash of software engineer Simon Davenport, concluding it was a suicide. However, Simon's sister, Beth, a crime novelist and his only living relative, disputes this. Drebin advises her against playing amateur detective.
At Edentech's tech expo, Drebin encounters Cane, Simon's wealthy employer. After bonding over the band the Black Eyed Peas, Cane donates a self-driving electric car to Police Squad—which Drebin promptly wrecks—and suggests his personal nightclub. Drebin notices a matchbook from the club belonging to Simon.
Cane privately demonstrates his plan to use the stolen P.L.O.T. to devolve humanity, reducing the population for his fellow billionaires to rule from a safe bunker. Drebin, using bodycam footage, attempts to question an uncooperative robber, inadvertently replaying a mortifying diarrhea incident caused by eating too many chili dogs.
He discovers a deposit box belonging to Simon, linking the cases. At Cane's club, Beth distracts Cane with terrible scat singing while Drebin battles numerous goons to access security footage, revealing Simon secretly met with a journalist.
Davis summons Drebin from his bed and suspends him for insubordination. A demoralized Drebin is comforted by Beth, and he contemplates moving on from his late wife's memory.
Cane's operative, Sig Gustafson, spies on them with thermal vision, misinterpreting their dinner preparations as fellatio and bestiality. Drebin and Beth then enjoy a romantic weekend at an alpine lodge, where they engage in a threesome with a magically animated snowman, which later turns murderous after they neglect it.
Drebin finds the journalist murdered and is easily framed. He flees, but Cane takes remote control of the electric car, attempting to kill Drebin as he did Simon. Drebin smashes the windshield but is trapped again by driving into balloons, bees, and a replacement windshield. He accidentally activates Clippy, who helpfully unlocks the doors. Simultaneously, Police Squad has been decommissioned and is now a Spirit Halloween. Beth reveals Simon feared the misuse of the P.L.O.T., but Drebin suspects her motives and reclaims his TiVo from her.
Drebin captures Gustafson and gaslights him into believing Cane has confessed. He warns Gustafson that as a "pretty boy" in jail, he'll go viral on social media and be forced to stay slim for his fans, terrifying Gustafson into confessing Cane's plan to activate P.L.O.T. at the new year's ball drop during an MMA match.
Drebin heads to the match at the "Ponzi-scheme.com Arena," armed with "digital filters" to block the P.L.O.T. Beth, dressed as her protagonist, plans to kill Cane, but he anticipates this, having read it in her book.
Drebin discovers the P.L.O.T. inside the new year's balls. As the balls drop, he loses his pants, indecently exposing himself to the entire audience. His order to evacuate is ignored. The P.L.O.T. activates, plunging the city into mindless violence. Drebin fights through innocent bystanders, ricocheting ejected handgun magazines, but fails to catch Cane.
His father's spirit appears as an owl, airlifting Drebin and blinding Cane with feces. Cane collapses in agony after a single gut punch. He escapes again with a flying gadget but crashes into a streetlamp.
Beth still seeks revenge, but Drebin talks her down despite his own desire for it. They use the P.L.O.T. to calm the crowd "down" instead of "up," then embrace lovingly. During the credits, Drebin faces "investigation" by "Internal Affairs"—which turns out to be the name of a tropical resort.
The scene freeze-frames, but Drebin and Beth remain unaffected. They notice the audience through the fourth wall, which Drebin then breaks with his fist.
After the credits, "Weird Al" Yankovic, hired to perform at the billionaires' bunker, finds it empty.
