Plot Synopsis

Nearly five years later after the events of the first film, Elphaba is still on the run and the her defiance of the Wizard of Oz is well known across the land. She has been branded a ‘Wicked Witch’’ and a traitor to her country, due much to haphazard propaganda and deliberate fear mongering. The citizens of Oz fear her, as does the Wizard, as she continues to avoid capture. During those five years of unrest, the Wizard has finally finished construction on the Yellow Brick Road.

Glinda, however, has been used as a pawn by Madam Morrible, acting as the Wizards mouthpiece for ‘good’. Fieryo is now Captain of the Oz Guard and the leader of the hunt for the Wicked Witch. He attempts to track Elpahba down under false pretenses. Glinda, however, intentionally gives him false information, claiming Elphaba prefers her solitary existence. The Animals of Oz have taken matters into their own hands as they attempt to escape beyond Oz through a series of underground tunnels beneath the Yellow Brick Road.

Hiding in the western forest and feeling nostalgic about her childhood, Elphaba decides to seek help from her sister, Nessarose, who now governs Munchkinland. To keep Boq from leaving her, Nessarose has unjustly taken away the Munchkins' few existing rights. Upon Elphaba's arrival, Nessa complains about Elphaba's refusal to use her magic to aid Nessa's disability. Elphaba responds by enchanting Nessa's shoes, giving her the ability to fly.

Boq attempts to leave Nessarose to pursue Glinda, but this action only confirms to Nessa that he no longer needs her. In a fit of rage, Nessarose tries to cast a love spell on Boq but botches the incantation, which shrinks his heart instead. When Elphaba intervenes to save him, he is transformed into the Tin Man.

Elphaba goes back to the Emerald City with the goal of freeing the Wizard's enslaved flying monkeys. However, the Wizard discovers her. He and Glinda once again try to convince Elphaba to join them, offering to free the monkeys as an incentive. Elphaba is close to agreeing but changes her mind after seeing a caged, feral and speechless Dr. Dillamond and other animals. She reaffirms her resolve to oppose the Wizard and liberates the animals just as Glinda and Fiyero's wedding ceremony is about to begin in the Emerald Palace's Grand Hall.

Devastated by Fiyero's decision to join Elphaba in her escape, Glinda seeks revenge. She persuades the Wizard and Morrible to plot a trap for Elphaba by circulating a false report that Nessarose is in danger. However, Morrible believes a simple rumor won't deceive Elphaba and suggests a more elaborate ruse: "a change in the weather."

Elphaba and Fiyero confess their love in the forest before she departs, sensing that Nessarose is in danger. Fiyero instructs her to take shelter at Kiamo Ko, a castle belonging to his family. She discovers that a tornado, sent by Morrible, has transported a house from the human world, which tragically killed Nessa. Elphaba realizes that Glinda has given Nessa's enchanted shoes to Dorothy Gale, the house's occupant from Kansas. When Elphaba confronts Dorothy, the Wizard's guards restrain her. Fiyero intervenes, sacrificing himself to ensure Elphaba's escape.

At Kiamo Ko castle, after desperately casting a spell from the Grimmerie to save Fiyero, Elphaba chooses to embrace her "evil" reputation. Meanwhile, the Wizard orders Dorothy and her companions to kill the witch, and Boq incites the Citizens of Oz to form an angry mob against Elphaba.

Glinda, observing the mob from her quarters, realizes she must step outside her protected existence and act. She confronts Morrible, having discovered that Morrible caused the tornado and therefore killed Nessarose. Morrible dismisses Glinda, asserting that Glinda is powerless and should stick to her role as a silent public figure for Oz.

Elphaba captures Dorothy to reclaim the ruby slippers, but Glinda intervenes. Upon receiving a message from Chistery about the approaching mob, Elphaba decides to surrender. She makes Glinda promise to conceal the truth to prevent the people of Oz from turning against Glinda as well. They share a poignant farewell. Glinda secretly witnesses Dorothy dousing Elphaba with a bucket of water, which appears to melt her. Chistery, now able to speak, then leads Glinda to the green elixir bottle that Elphaba had shown her while they were students at Shiz.

Glinda confronts the Wizard with the bottle, revealing that he is Elphaba's birth father and the reason why she had such powerful potential. Distraught at being the cause of his daughter's death, he is forced by Glinda to leave Oz via hot-air balloon. Glinda becomes Oz's new leader and allows the monkeys to apprehend Morrible for her crimes.

She finishes telling the story to the Munchkins and establishes the rights of Animals, as Elphaba would have wanted. The Grimmerie activates for Glinda. Meanwhile, Fiyero, who turned into The Scarecrow due to Elphaba's spell, arrives at the scene where Elphaba melted, knocking on the floor. Elphaba emerges, having faked her death to ensure that no one in Oz ever sees her again. The two leave Oz together through the Deadly Desert.
